2013 GS Dual Mode Exhaust Is Not Working - Seeking Insight and Experience

Our 2013 GS with a mere 13,700 miles has a problem with the Dual Mode Exhaust. From the day we bought the car in late February, I wondered if it was working. Yesterday I determined IT IS NOT. I looked deeper and discovered the 10amp fuse was blown. I installed another one with the engine off, and it blew right after starting the engine. Then with the engine running, I installed yet another 10 amp and it too blew in one second. I then tried a 15 amp fuse and it blew in 2 seconds.

Even though there is no electrical power to the system from the blown fuse, the two valves in back are open when the engine is off, and immediately close after the engine starts.

I have a 2013 service manual. I read through it, unfortunately there is nothing stated for a fuse getting blow all the time.

Here is the electrical schematic for the system. It is pretty simple.
I am thinking I need to replace the "Exhaust Tail Pipe Flow Valve Control Module." The service manual is not really clear as to its location. I belive it is next to the BCM. Am I right?

I would appreciate any experiences you had.
