Grand Sport Dry Sump Engine Oil Cooler Function

Can anyone explain how the engine oil cooler functions on a 2012 Grand Sport with manual transmission dry sump oil system - street driven only (28k odometer) ???
Reason I'm asking, on Saturday i got caught in traffic for about 30 minutes, cars were stopped for 3-4 minutes at a time and barely moved 20 feet in between stops.
I kept a close eye on my engine and oil temps. Engine was good and never exceeded 205. The oil temp slowly incrementally worked its way up to 194 at the highest from around 170 when i first hit the slowdown. Should the engine oil cooler have prevented the temp to go to 194 and if not what max temp does the engine oil cooler let the oil get to before stopping the increase and bring the temp back down and what temp would the engine oil cooler bring the temp back down to ???
I'm trying diagnose if my engine oil cooler is functioning properly or is malfunctioning.
The engine is the stock LS3 with a Cam Motion LS3 TITAN 2 cam (8620 steel core), Kooks 1 3/4 headers/mid-pipe. The car has been Dyno chassis tuned and Mainline HUB tuned.
The reading i've done on LS3 oil temps before writing this post, i realized my oil temps are lower than the temps discussed in the those threads, but i still felt compelled to get CF feedback on this situation.
