Torque tube question

I am helping a friend change out his torque tube in a 08 coupe auto. He got a new tube assembly from gm and there are two bolts threaded thur the assembly right where the front bearing rides. The old assembly just has plugs in the holes. I assume something has changed and I should leave them installed in the new assembly. Anyone seen this before?
