What is this "Safety Critical Connection" open ended hose in front of the driver side rear wheel?

Couldn't find a thread addressing this (maybe my lack of search skills), but is this the gas tank overflow hose? If not, what is it?

Seems odd to be protruding this far out of the floor of the car.
