Low Beam Recall

I have an 05' with 90k miles on it. I recently picked it up and one of the first things that I noticed on it was that I cant seem to get the low beams going. To my understanding there is an active recall out for the years 05-07' for low-beam malfunction. Would the recall still be valid today and would I get charged any extra fees when I take into the dealership. It also has some slight modification and is it possible that the dealership can void the recall due to modifications? I have never taken in a vehicle for a recall so any advice would help.
